Federal Money on the Table: Are America's Sintering Operations Positioned to Claim Their Share?
The Policy Moment
The past three years have produced an unusual convergence of federal manufacturing policy ambition. The CHIPS and Science Act, signed into law in August 2022, directed more than $50 billion toward domestic semiconductor manufacturing and research — but embedded within it are broader provisions for advanced manufacturing workforce development and supply chain resilience that extend well beyond silicon. The Inflation Reduction Act introduced substantial incentives for domestic production of materials critical to the energy transition. The Department of Defense has expanded its industrial base investment programs. And a network of regional economic development grants, administered through agencies including the Economic Development Administration and the Manufacturing Extension Partnership, continues to channel public capital toward industrial modernization.
For powder metallurgy and sintering operations, the question is not whether federal money exists. It does, in meaningful quantities. The question is whether American sintering shops are positioned — organizationally, technically, and strategically — to access it.
The answer, based on conversations with manufacturers, industry association representatives, and economic development practitioners, is: sometimes, and not nearly often enough.
Where the Overlap Exists
Sintering operations intersect with federal manufacturing investment priorities in several distinct ways, and understanding those intersections is the prerequisite for pursuing available support.
First, sintered components are critical to a number of industries that have been explicitly identified as national priorities: electric vehicle drivetrains, defense systems, semiconductor packaging, and medical devices all depend on powder metallurgy parts. Manufacturers who can credibly position their operations as supply chain nodes for these sectors have a stronger claim on funding programs designed to support domestic industrial capacity.
Second, the energy intensity of sintering — furnace operations represent a significant share of total facility energy consumption — creates alignment with programs supporting industrial decarbonization and efficiency improvement. DOE's Industrial Efficiency and Decarbonization Office has funded projects involving furnace electrification and process heat recovery in industries with sintering-adjacent thermal profiles.
Third, workforce development funding — available through the Department of Labor's Workforce Innovation and Opportunity Act programs, as well as through state-level workforce boards — is directly applicable to the technician training and apprenticeship programs that sintering operations need to address their talent shortages.
The CHIPS Adjacency
The CHIPS Act is frequently misunderstood as a program exclusively for semiconductor fabs. Its workforce and supply chain provisions are considerably broader. The National Semiconductor Technology Center, established under the Act, has an explicit mandate to strengthen the advanced manufacturing ecosystem that supports semiconductor production — and that ecosystem includes the sintered components used in semiconductor fabrication equipment.
Powder metallurgy producers who supply precision sintered parts to semiconductor equipment manufacturers occupy a legitimate position within this supply chain, and several have begun exploring how to engage with CHIPS-funded initiatives. The pathway is not straightforward — it requires demonstrating a credible connection to semiconductor manufacturing outcomes — but it is not closed.
Industry associations including MPIF have been working to help member companies understand and articulate these connections, recognizing that the funding opportunity is real but that the translation work required to access it is nontrivial.
Regional Programs and the MEP Network
For smaller sintering operations — the shops with fewer than one hundred employees that constitute a significant portion of the American PM industry — the most accessible federal support often comes not through direct agency programs but through the Manufacturing Extension Partnership network.
The MEP, administered through NIST, operates through a network of state-based centers that provide subsidized consulting, technology adoption support, and grant application assistance to small and mid-sized manufacturers. Several MEP centers have developed specific competencies in advanced manufacturing technology adoption — including simulation tools, sensor integration, and process automation — that are directly relevant to sintering operations seeking to modernize.
The per-project dollar amounts available through MEP are modest compared to the headline figures associated with CHIPS Act investments. But the administrative burden is correspondingly lower, and the centers' familiarity with the practical constraints of small manufacturing businesses makes them a more realistic starting point for shops that lack dedicated grant-writing capacity.
The Access Problem
For all the funding that exists on paper, the gap between available resources and realized investment in the sintering sector is significant. Several structural factors explain this disconnect.
First, many sintering shops — particularly family-owned operations in the $10 million to $50 million revenue range — do not have staff dedicated to government relations, business development, or grant management. Pursuing federal funding requires time, organizational attention, and a degree of bureaucratic fluency that smaller operations often cannot spare. The opportunity cost of pursuing a grant that may or may not be awarded is real, and for businesses running lean, it can be prohibitive.
Second, federal programs frequently require applicants to demonstrate a connection to strategic priorities — defense supply chains, energy transition, semiconductor manufacturing — that sintering operations may not have previously articulated in their public positioning. The connection is often genuine, but making it legible to program officers requires a kind of strategic framing that is unfamiliar to many technically-oriented manufacturing businesses.
Third, matching fund requirements attached to many grant programs can present a barrier for capital-constrained shops. A program that covers fifty percent of a furnace upgrade project still requires the applicant to finance the other half — which may be difficult for a business that was already deferring the investment due to cost concerns.
What Forward-Thinking Manufacturers Are Doing
The sintering operations that have successfully navigated the federal funding landscape share a few common characteristics. They have invested in understanding the specific programs for which they qualify before a funding opportunity opens, rather than scrambling to respond to announcements after the fact. They have built relationships with their state MEP center, their regional economic development agency, and — in some cases — their congressional representatives' constituent services offices. And they have been willing to engage with the application process as a legitimate business development activity, rather than treating it as an administrative distraction.
Several manufacturers have also found value in consortium approaches: working with peer companies, industry associations, or academic institutions to submit collaborative proposals that distribute the administrative burden and present a more compelling case for regional economic impact.
A Structural Assessment
Federal investment in advanced manufacturing is unlikely to diminish in the near term. The political consensus supporting domestic industrial capacity — rooted in supply chain concerns exposed during the pandemic and reinforced by ongoing geopolitical pressures — extends across party lines and across administrations.
For the sintering industry, the strategic question is whether it will engage with this policy environment proactively or allow the funding to flow primarily to sectors with better-organized advocacy infrastructure. The technical and economic case for investing in domestic sintering capacity is strong. Translating that case into successful funding applications is the challenge that currently separates the manufacturers who are benefiting from this moment from those who are watching it pass.
